Primary Health Care and Disasters: Applying a “Whole-of-Health System” Approach through Reverse Triage in Mass-Casualty Management

This review examined diverting non-severe mass-casualty victims to primary care using reverse triage. It found that success requires referral protocols and trained primary care staff and that integrating primary care can help prevent hospital overload during disasters.
