The impact of a three-tiered model of nursing redeployment during the COVID-19 pandemic: A cross-sectional study

This study examined how a three-tiered nurse redeployment model affected staff during COVID-19 ICU surges. Nurses across all roles reported high burnout, especially team leads and ICU nurses, with strong impacts in both personal and workplace domains (Table 2). While redeployed nurses valued peer support, training, and teamwork, many reported unclear roles, limited preparation, and high stress. As shown in survey findings (Figures 1–3), fewer nurses felt they could provide safe care or had access to burnout resources. The results highlight that surge staffing models need stronger training, clearer roles, and better mental health support to protect staff and maintain care quality.
