
As part of the CDC’s goal of establishing regional centers to enhance and implement the evidence base for public health preparedness and response, PRI was selected to establish a center in HHS Region 2, which includes New York, New Jersey, Puerto Rico and the U.S. Virgin Islands. Over a five year period (October 1, 2024 – September 30, 2029), this project will contribute to improving the adaptive capacity of the region in addressing public health threats and, eventually, reducing morbidity, mortality and health disparities due to public health emergencies.
In Year One, the Region 2 Center for Public Health Preparedness and Response (R2C) has:
- Convened a ~30 member Regional Coordinating Body (RCB) made up of multi-sectoral PHPR stakeholders across R2 to develop a workplan for the region.
- Defined at least three practitioner priorities and accompanying objectives based on PHPR focus areas to increase uptake of evidence-based strategies and interventions (EBSIs) over three sessions with the RCB.
- Established and convene a Steering Committee (SC) to help plan, coordinate, collaborate on, and implement the five-year work of the R2C
We will also:
- Create a five-year Regional Workplan that describes specific activities across R2 that will accomplish the priorities and objectives of the RCB
- In partnership with Rutgers University, create and implement a five-year Regional Workplan for Tribal, Rural, or Frontier Areas within Region Two.
In Years 2-5, the R2C, in collaboration with the R2 Steering Committee, will implement activities described in the Workplan. This may include implementing activities directly, coordinating their implementation, or supporting their implementation by providing technical assistance, training, and/or guidance.

Regional Coordinating Body Members
The Regional Coordinating Body (RCB) is a group of 30 leaders from New York, New Jersey, Puerto Rico, and the U.S. Virgin Islands who guide the Region 2 Center for Public Health Preparedness and Response (R2C), led by the NYC Pandemic Response Institute (PRI). Formed through open calls and targeted outreach, the RCB includes representatives from Tribal Nations, health departments, emergency management, healthcare, health equity organizations, and community-based groups. Over a nine-month period, RCB members are collaborating with PRI and partners to identify key regional focus areas, develop objectives, and shape a five-year workplan that strengthens public health preparedness using evidence-based strategies. The RCB has contributed through virtual meetings, an in-person convening, and listening sessions in Puerto Rico and the USVI, while also providing documents, insights, and jurisdiction-specific feedback to inform the plan’s development.
